Play It Again® Rules

PARTICIPATION IS VOID WHERE PROHIBITED BY LAW.

  • General Provisions
    • 1. The Play It Again® Rules are comprised of (1) the Arkansas Scholarship Lottery Act; (2) the Office of the Arkansas Lottery (OAL) Operational Rules; (3) the OAL Rules for Claims in Contract or Tort; and (4) the Play It Again® Rules. Each numbered item cited above shall have equal weight unless there is an inconsistency between or among the documents, in which case the document listed first shall be controlling.
    • OAL and its designated agents Scientific Games (SG) and MDI Entertainment, LLC (MDI), a subsidiary of SG, will operate the Play It Again® program under the provisions provided in this document.
    • By submitting a Play It Again® entry, an entrant is bound by the Play It Again® Rules.
    • OAL may use, without limitation, an entrant's name, hometown, likeness, and/or voice in any promotions, research, marketing, publications, or other advertising media including, but not limited to, OAL websites without compensation or additional release.
    • OAL reserves the right to use the names, addresses, and telephone numbers of all entrants for research and marketing purposes.
    • These rules are applicable for games numbered 264 and above.
    • These rules may be amended at the OAL's discretion.
  • Eligibility
    • An entrant must be at least eighteen (18) years old to participate.
    • Entrants must enter the last 4 digits of their Social Security number and have a valid U.S. address in order to register and participate.
    • An eligible Play It Again® entry ticket is any non-winning ticket from any OAL instant game that has not passed that game's posted final entry deadline.
    • Terminal-generated games (such as Powerball®) are not eligible for Play It Again®, but may be eligible for entry into other programs.
    • Instant tickets that win an instant prize are not eligible for Play It Again®.
    • If a player neither redeems points nor enters any ticket in to their account for a period of one (1) year the account will be considered inactive and will be disabled.
    • Any eligible Play It Again® entries remaining in any disabled account will remain eligible for future applicable drawings.
  • Prizes and Odds
    • For eligible games, a second-chance prize will be established in an amount that is at least equal to the highest top instant cash prize for any games included in that second-chance drawing.
    • Each eligible game will be included in a Play It Again® second-chance drawing in which one (1) winning entry will be selected randomly from all eligible entries.
    • The odds of being selected as a Play It Again® winner depend upon the number of entries submitted for each associated drawing.
  • Player Registration
    • To access Play It Again®, a player must first register for an account through myarkansaslottery.com (the Website).
    • Registration and participation in Play It Again® are provided as free services to OAL players.
    • Registration is a one-time process. Once registered, a player will be able to log in to submit an entry or participate in other Internet services that may be provided from time to time.
    • Required sections on the player registration form include age verification, unique email address and password, accurate contact information, and the last 4 digits of the player's Social Security number.
    • Failure to fully provide required information will cause a player's request to register to be rejected or limit the player's benefits of membership.
    • Failure to provide accurate information could cause a player whose entry is selected as a Play It Again® winner to be disqualified. A player shall be considered ineligible and the player's account will be closed if OAL determines that a player does not meet all player eligibility requirements or provided false information.
    • OAL, SG, and MDI assume no responsibility for incorrect information provided by a player on the registration form. After completing the registration, a player is responsible for updating account information as needed by logging in and going to his or her account page.
    • A player may have no more than one (1) account. A player is not permitted to create additional accounts in the event that his or her email or other relevant information changes. The player may log in with his or her existing account credentials and make any desired changes at any time.
    • A player may cancel his or her account at any time by logging in and clicking on the "Cancel Account" option at the bottom of the page.
  • Submitting Entries
    • The Website is the sole location where a Play It Again® entry can be submitted. Any ticket physically sent to or dropped off at any location whatsoever shall be ineligible. OAL will dispose of non-winning physical tickets received at any lottery office.
    • To submit an entry, a player must first log in to the Website using his or her unique account information
    • Once logged in, a player submits an entry according to the instructions on the Enter Tickets page of the website. Required entry information from the ticket includes:
      • The Ticket Number, which is located on the back of each ticket above the barcode. The Ticket Number contains thirteen (13) digits separated by dashes in the form XXX-XXXXXX-X-XXX. A three-digit number in parentheses after the Ticket Number is not used for entry.
      • The Entry Number, located on the front of the ticket underneath the scratch-off covering. The Entry Number contains twelve (12) digits.
    • Play It Again® entries are awarded in the number identical to the dollar amount (cost) of the eligible ticket entered.
      • For example, a $1 instant ticket will receive one (1) entry, a $2 instant ticket will receive two (2) entries, a $3 instant ticket will receive three (3) entries, a $5 instant ticket will receive five (5) entries, a $10 instant ticket will receive ten (10) entries, and a $20 instant ticket will receive twenty (20) entries.
    • Eligible tickets may continue to be entered after the Point Accumulation Cap has been met in any given month for Play It Again® entry(s) only. For more information on the Point Accumulation Cap see the Points for Prizes® Rules.
    • A list of previously submitted entries is available from the Enter Tickets page.
    • An eligible ticket may be submitted one (1) time only. The entry system will reject an entry that has been submitted previously.
    • The entry system will reject an entry if it is an instant prize-winning ticket.
    • To prevent fraudulent entries, the entry system will temporarily disable the entry account of any player after ten (10) consecutive attempts to submit entries that are not recognized as eligible tickets. A player will be unable to submit entries at times when his or her entry account is disabled.
    • After an entry has been accepted, the player does not need to retain the ticket.
    • Each entry deadline will be posted on The Club website.
  • Drawings
    • A Play It Again® drawing will be held following the last day to redeem tickets for all eligible instant games. The final entry deadline(s) will coincide with the last day to redeem tickets for instant prizes, unless otherwise decided by OAL. The Play It Again® drawing may occur several months after the final entry deadline for any eligible game(s).
    • All drawing management services associated with OAL Play It Again® drawings will be conducted by SG or MDI.
    • Drawings will be conducted under the supervision of an independent auditor who will audit and certify each drawing. Drawings will occur at the SG offices located at 1500 Bluegrass Lakes Parkway, Alpharetta, Georgia, 30004.
    • In each Play It Again® drawing, one (1) winner will be randomly selected from all qualified entries to receive a monetary prize.
    • OAL shall contact the winner by telephone, by email using the winner's registered email address, and by registered mail. The winner's name and hometown will be listed on the Website.
    • Draw dates and entry deadlines are subject to change or modification as determined necessary or convenient by OAL. OAL will attempt to post all changes to entry deadlines and drawing dates on the website.
  • Claim Period
    • A winner shall have ninety (90) days from the date of the drawing to claim a prize. The winner will be disqualified and the prize will go unclaimed if the prize is not claimed within ninety (90) days from the date of the drawing. Unclaimed prizes are not awarded to alternate winners.
    • Winners will be required to collect their winnings at an OAL claim center, as directed by OAL in communications with the winners.
    • All prizes are subject to all applicable taxes and debt setoff. A prizewinner's ultimate tax liability will depend exclusively upon the winner's other personal income and deductions.
  • Miscellaneous
    • Responsible Play is important to OAL and players must understand that OAL reserves the right to limit (1) the number of tickets any individual may enter during a given time period at any time and (2) the amount or number of points that may be accumulated during a given time period at any time (the "Point Accumulation Cap").
      • i. The Point Accumulation Cap shall be five thousand (5,000) points per calendar month.
    • OAL reserves the right to cancel the Play It Again® program or any feature of the program at its sole discretion.
    • A decision relating to cancellation of Play It Again®, amendment to the rules, the timing between draws, correctness of player information, effort to notify a selected entrant, destruction of entries, or a decision made pursuant to these rules or made by SG/MDI is deemed not to be a cause for grievance relating to Play It Again.®.
    • In the event of any circumstances or interpretations of any matter in these rules, whether contemplated or not contemplated, the interpretation and decision of the OAL Director, or designee, will be final.
    • The OAL is a governmental entity which is protected from liability under the doctrine of sovereign immunity. To the extent that the OAL may be found liable for any activity taken pursuant to these rules, such liability shall be limited to the purchase price of the ticket. Under any circumstances, regardless of the number of entries submitted or alleged to have been submitted, OAL's total liability shall not be more than fifty dollars ($50.00) to a person who is found to be aggrieved by any aspect of the program or any interpretation of these rules.
    • Each entrant, his or her respective heirs, legal representatives, and assigns, agrees to indemnify, defend, release and discharge the OAL and SG/MDI, its employees, sub-contractors, officers, and directors from and against any loss, claim, damage, suit, or injury arising out of or relating to Play It Again® or any action taken pursuant to these Rules. By entering, each entrant indemnifies, releases, discharges, and agrees to hold harmless OAL and SG/MDI, its employees, sub-contractors, officers, and directors from unanticipated cancellation, suspension, or postponement of Play It Again® due to natural disaster, national emergency, or other unforeseen act of God or man.
    • By accepting a Play It Again® prize, the winner and his or her heirs, legal representatives, and assigns agree to indemnify, defend, release and discharge OAL and SG/MDI, its employees, sub-contractors, officers, and directors from and against any loss, claim, damage, suit or injury arising out of or relating to possession and any and all use of the prize.
    • Entrants are solely responsible for maintaining and keeping account active, and information current or accurate. OAL assumes no responsibility or liability whatsoever for technical or computer malfunctions or for player's failure to keep account information current.
    • The risk of loss for the electronic misdelivery, late delivery, or failure of receipt for ticket information entered electronically remains with entrant regardless of the cause of the transmission failure.

OAL RESERVES THE RIGHT TO CHANGE THE POINTS FOR PRIZES® PROGRAM IN ANY WAY AND AT ANY TIME OR TO TERMINATE THE POINTS FOR PRIZES® PROGRAM. IF THE PROGRAM IS TERMINATED OAL WILL ATTEMPT TO PROVIDE REASONABLE NOTICE OF SUCH TERMINATION. UNUSED POINTS REMAINING IN A PLAYER'S ACCOUNT AFTER THE ANNOUNCED CLOSURE OR DEADLINE DATE SHALL BE CONSIDERED EXPIRED, LAPSED AND VOID, AND INELIGIBLE FOR ANY FURTHER USE.

  • Eligibility

    • An eligible instant game entry is any non-winning ticket from any OAL instant game that has not passed that game's posted final Play It Again® entry deadline. Instant tickets that win an instant prize are not eligible for Points for Prizes® and will be rejected by the entry system.
    • An eligible terminal-generated game (such as Powerball®) entry is a valid ticket that includes a Points for Prizes® code printed on the ticket. Winning and non-winning terminal-generated tickets with the printed code are eligible for entry 180 days from the last draw date printed on the front of the ticket. For terminal-generated games without a drawing, tickets with the printed code are eligible for entry for 180 days from the purchase date printed on the front of the ticket.
    • Canceled terminal-generated tickets are not eligible for entry. The entry process for games that can be canceled may have additional restrictions to prevent canceled tickets from being entered.
    • If a player cashes a terminal-generated ticket with Multi Draws remaining, the Exchange reissued ticket will not have a Points for Prizes® code.
    • Entries for Points for Prizes® may also automatically receive entry into other programs. Terminal-generated games are eligible for Points for Prizes®, but not for Play It Again®. See Play It Again® Rules for additional information.
    • If a player neither redeems points nor enters any ticket into their account for a period of one (1) year the account will be considered inactive and will be disabled.

  • Points for Prizes® Points
    • Players earn Points for Prizes® points for eligible tickets entered through the Website.
    • Points are non-monetary numerical values assigned to eligible tickets that are added to a player's Club account in exchange for submitting the ticket information on the Website.
    • A non-winning ticket has no cash value. The Points for Prizes® program is a reward or affinity program which provides points for each eligible entry. Cash shall not be awarded in lieu of a merchandise prize.
    • Each eligible ticket has a point value based on a range of values assigned by OAL.
    • Point value will be revealed to the player on the Website upon successful submission of each valid ticket.
    • Points are not transferable. Point balances from more than one (1) account will not be combined.
    • Points shall be valid only for OAL-approved activities associated with the Points for Prizes® program.
  • Point Expiration
    • OAL reserves the right to establish, change, or modify a points' expiration rule at its own discretion at any time.
    • OAL may attempt to notify players by email in advance of the expiration of a player's points. OAL will not be responsible for a failure to provide notice of the expiration of points.
    • Points accumulated in any disabled account will be expired and voided and may no longer be used.
    • OAL reserves the right to restore expired points for convenient or necessary business purposes.
  • Point Accumulation and Point Redemption Caps
    • The number of points a player may accumulate during a calendar month is five thousand (5,000) points. Any eligible ticket entry attempts made after the Point Accumulation Cap has been met in any given calendar month will be allowed for Play It Again® and/or Second-Chance entry(s) only. No points will be awarded for eligible tickets entered after the Point Accumulation Cap has been met in any given calendar month. The player may resume accumulating points for eligible entries on the first day of the next calendar month.
    • The Annual Point Redemption Cap shall be one hundred thousand (100,000) points. The Annual Point Redemption Cap only applies to points redeemed for merchandise from the Points for Prizes® Store. Points redeemed for entries in to Points for Drawings™ do not count towards the Annual Point Redemption Cap.
    • OAL reserves the right to amend these limitations at any time.
  • Entering Tickets
    • Eligible tickets must be entered on the Website to receive points.
    • Once logged in, a player submits a ticket according to the instructions on the Enter Tickets page of the Website. Required entry information from the ticket includes:
      • Non-Winning Instant Tickets:

        • Terminal-generated tickets with a Points for Prizes® code are eligible for entry for one hundred eighty (180) days from the last draw date printed on the front of the ticket. For terminal-generated games without a drawing, tickets with a Points for Prizes® code are eligible for entry for one hundred eighty (180) days from the purchase date printed on the front of the ticket
        • Terminal-generated tickets with a Points for Prizes® code that have been canceled by the terminal are not eligible for entry in Points for Prizes®.
        • If a player cashes a terminal-generated ticket with Multi Draws remaining, the reissued Exchange ticket will not have a Points for Prizes® code.
    • Once a ticket has been submitted, the entry and the associated Points for Prizes® and/or Play it Again® entry(s) cannot be canceled.
  • Points for Prizes® Online Store
    • Merchandise that can be ordered by using points will be listed on the Website in the Points for Prizes® Online Store.
    • A player may redeem their points for merchandise in the Points for Prizes® Online Store as long as the Annual Point Redemption Cap has not been met.
    • Points required for prize redemptions will vary. The number of points required to be redeemed for a particular prize shall be pre-determined by OAL and be posted on the Website. OAL may at its own discretion change the points required for redemption of any prize.
    • OAL may at its own discretion discontinue offering a prize at any time.
    • OAL may credit a player's account at its own discretion.
    • If a prize is not readily available to be awarded for any reason, OAL reserves the right, at its sole discretion, to substitute another prize of similar value.
    • Prizes are non-transferable and non-refundable unless otherwise authorized by OAL.
    • The awarding of all prizes is subject to eligibility verification.
  • Prize Selection
    • A player may use some or all of his or her points for his or her choice of prizes as offered in the Points for Prizes® Online Store as long as the Annual Point Redemption Cap has not been met.
    • A player must first log in using the email address and password associated with his or her Points for Prizes® account.
    • To redeem points, a player must select the prize or prizes, designate the quantity of each prize requested, and click the appropriate button to submit the order.
    • It is the player's responsibility to ensure that the appropriate prize and quantity are selected.
    • Once the order has been submitted, points will be deducted from t he player's Points for Prizes® account.
    • Orders cannot be changed, canceled, or returned once placed.
  • Points for Drawings™
    • Points for Drawings™ entries are not subject to the Annual Point Redemption Cap.
    • A player may use some or all of his or her points for entry into prize drawings.
    • Promotional drawings using Points for Prizes® may be introduced periodically. The Website will include a description of the item or product to be drawn, anticipated entry and draw dates, and point cost for each drawing entry. Draw dates are subject to change or modification as determined necessary by OAL. OAL will attempt to post all changes to scheduled drawing dates on the Website.
    • Points redeemed for Points for Drawings™ earn entry into the drawing. The odds of a player being selected to win the prize in each drawing depend upon the number of entries purchased by points from all players.
    • The point cost of a drawing entry will be shown on the page for each drawing and may vary by drawing.
    • To use points to purchase drawing entries, a player must select the drawing to enter on the Website, designate the quantity of entries, and submit the order.
    • It is the player's responsibility to ensure that the appropriate drawing and quantity are selected.
    • Once the entry order has been submitted, points will be deducted from the player's Club account.
    • Points for Drawings™ entries are eligible only for the drawing for which they were purchased. Unless specified otherwise on the drawing description, Points for Drawings™ entries are eligible for one (1) drawing only.
    • Unless otherwise specified on the Website, a player may win no more than one (1) prize in a Points for Drawings™ drawing.
    • Points for Drawings™ entries cannot be canceled or returned for the point value of the entries.
    • Players redeeming points for Points for Drawings™ entries must do so within the state of Arkansas.
    • OAL or MDI shall attempt to contact each drawing winner by telephone, by email using the winner's registered email address, or by registered mail.
    • The winner's name and hometown will be listed on the Website.
    • A Points for Drawings™ winner assumes the risk of loss and is subject to disqualification if:
      • OAL or MDI is unable to contact the winner;
      • Contact or attempted contact is not acknowledged in a timely manner as determined in the sole discretion of OAL;
      • Any other deadline or requirement in these rules or other applicable rules or procedures is not met; or
      • A deadline or requirement that may become necessary is not met, whether or not that requirement or deadline is contained in these rules.
    • Winners are subject to set off of certain debts. If a drawing winner fails to satisfy an outstanding debt within the time frame specified by OAL, then the OAL may, at its sole discretion, disqualify the winner and the next alternate may become the winner.
    • A decision to proceed to replace a winner with an alternate is within the sole discretion and judgment of the OAL. Once the decision to proceed with an alternate is made, the person who was previously selected as a winner is no longer entitled to a prize.
    • OAL will not exchange a Points for Drawings™ prize for cash.
  • Miscellaneous
    • Responsible Play is important to OAL and players must understand that OAL reserves the right to limit (1) the number of tickets any individual may enter during a given time period at any time and (2) the amount or number of points that may be accumulated during a given time period at any time.
    • The OAL may credit a player's account in its sole discretion.
    • OAL offers no warrantees or guarantees of product quality or availability of prizes.
    • OAL shall not be responsible for any prizes lost, damaged, or stolen during shipment, pick-up, or use.
    • OAL shall not be responsible for injury or loss of life resulting from any prize awarded.
    • If required, a player will receive a W-2G form for prizes.
    • The prize winner is responsible for all applicable taxes.
    • Players are solely responsible for maintaining and keeping account active, and information current or accurate. OAL assumes no responsibility or liability whatsoever for technical or computer malfunctions or for player's failure to keep account information current.
    • OAL reserves the right to terminate the Points for Prizes® rewards program at its sole discretion. If the program is terminated OAL will attempt to provide reasonable notice of such termination.
    • By participating in Points for Prizes®, each player and his or her heirs, legal representatives, and assigns agree to indemnify, defend, release, and discharge OAL, its employees, officers, and directors from and against any loss, claim, damage, suit, or injury arising out of or relating to the Points for Prizes® program or any action taken pursuant to these rules.
    • By placing an order or claiming a drawing prize(s), each player and his or her heirs, legal representatives, and assigns agree to indemnify, defend, release, and discharge OAL, SG, MDI, their employees, officers, and directors from and against any loss, claim, damage, suit, or injury arising out of or relating to use of or participation in any or all Points for Prizes® store or drawing items.

  • General Provisions
    • The Office of the Arkansas Lottery (OAL) and its designated agent Scientific Games (SG) will operate WILLY WONKA GOLDEN TICKET™ BILLION DOLLAR CHALLENGE™ Second-Chance Promotion 2017/2018 (the "Promotion") under the rules provided in this document.
    • WILLY WONKA GOLDEN TICKET™ BILLION DOLLAR CHALLENGE™ Second-Chance Promotion Rules are comprised of: (1) the Arkansas Scholarship Lottery Act; (2) the Office of the Arkansas Lottery Operational Rules; (3) the Office of the Arkansas Lottery Rules for Claims in Contract or Tort; and (4) WILLY WONKA GOLDEN TICKET™ BILLION DOLLAR CHALLENGE™ Second-Chance Promotion Rules. Each numbered item cited above shall have equal weight unless there is an inconsistency between or among the documents, in which case the document listed first shall be controlling.
    • By submitting an entry, an entrant agrees to be bound by these Promotion Rules.
    • OAL may use, without limitation, an entrant's name, hometown, likeness, and/or voice in any promotions, research, marketing, publications, or other advertising media including, but not limited to, OAL and Promotion websites without compensation or additional release.
    • OAL reserves the right to use the names, addresses, and telephone numbers of all entrants for research and marketing purposes.
    • WILLY WONKA GOLDEN TICKET™ (game number AR-402) instant tickets may continue to be sold after the deadline for entering the Promotion.
    • These rules may be amended at the OAL's discretion.
  • Eligible Game and Players
    • An eligible Promotion ticket is a non-winning WILLY WONKA GOLDEN TICKET™ (game number AR-402) instant game ticket issued by the OAL. No other instant game or terminal-generated game is eligible for the Promotion.
    • Winning tickets are not eligible, regardless of whether the ticket has been redeemed.
    • No ticket is eligible for a Promotion prize following the entry deadline given below in paragraph C.4.
    • An entrant must be at least eighteen (18) years of age to enter the Promotion.
    • The OAL shall not pay a lottery prize that exceeds the amount of five hundred dollars ($500.00) to any:
      • Employee of the OAL; or
      • Member of the immediate family of an employee of the OAL living in the same household as the employee.
  • Drawing and Dates
    • One (1) drawing for two (2) BILLION DOLLAR CHALLENGE™ Trip Prize winners ("Prizewinner") will be conducted for the Promotion (the "Trip Prize Drawing").
    • The schedule for drawings is as follows:

    • The Trip Prize Drawing is scheduled to be held Friday, February 16, 2018. Two (2) Prizewinners will be drawn.
    • The final deadline for entry in the Promotion is Wednesday, February 14, 2018. Qualified tickets may be submitted electronically up to 11:59 p.m. Central Time (23:59:59) on February 14, 2018. Following that time, entries may no longer be submitted for the Promotion. Non-winning WILLY WONKA GOLDEN TICKET™ (game number AR-402) tickets may still be submitted on the Website for inclusion in the Play It Again® and Points for Prizes® programs until the date and time posted on the Website for cessation of WILLY WONKA GOLDEN TICKET™ (game number AR-402) ticket entries into those programs.
    • Entries are eligible for one (1) Promotion drawing only.
    • The Trip Prize Drawing will be conducted under the supervision of an independent auditor who will audit and certify the Trip Prize Drawing. The Trip Prize Drawing will occur at the SG offices located at 1500 Bluegrass Lakes Parkway, Alpharetta, Georgia, 30004.
  • Registration and Entry
    • The Club, OAL's player rewards club (the "Club"), which can be accessed from www.myarkansaslottery.com (the "Website"), is the sole location where a Promotion entry can be submitted. Any ticket physically sent to or dropped off at any OAL or SG location whatsoever will be disqualified. OAL will dispose of non-winning physical tickets received at any lottery office.
    • An entrant must first register for a Club account by clicking the Register link on the Website. Registration is a free, one-time process.
    • Players with existing Club accounts should not reregister, but rather use their existing Club account.
    • Once logged in, a player must submit an entry according to the instructions on the Enter Tickets page of the Website. Required entry information from the ticket includes:
      • The Ticket Number, which is located on the back of each ticket above the barcode. The Ticket Number contains thirteen (13) digits separated by dashes in the form XXX-XXXXXX-X-XXX. A three (3) digit number in parentheses after the Ticket Number is not used for entry.
      • The Entry Number, located on the front of the ticket underneath the scratch-off covering. The Entry Number contains twelve (12) digits.
    • An eligible ticket may be submitted one (1) time only. The entry system will reject an entry that has been submitted previously.
    • The risk of loss for the electronic miss-delivery, late delivery, or failure of receipt for ticket information entered electronically in the Promotion remains with the entrant regardless of the cause of the transmission failure.
    • Each eligible ticket has associated with it a predetermined value of entries into the Trip Prize Drawing. The distribution of entries per ticket range is one (1) entry per eligible ticket to five (5) entries per eligible ticket.
    • After submitting the requested ticket information, the entrant's Play It Again® entries and Points for Prizes® accumulation will be recorded and displayed as usual. The entrant will then have the option of either displaying the number of Trip Prize Drawing entries he or she has received from that ticket or playing the WILLY WONKA™ Chocolate Tower Second-Chance Interactive Game.
    • BILLION DOLLAR CHALLENGE™
      • Each Prizewinner (or assigned proxy) shall participate as a contestant in the BILLION DOLLAR CHALLENGE™ together with Prizewinners from other participating lottery jurisdictions. All prizes will be cash prizes. The total amount of cash won, less tax withholdings, in the BILLION DOLLAR CHALLENGE™ by the Prizewinner will be mailed to the Prizewinner within twenty-one (21) business days after the Prizewinner's departure from Las Vegas.
      • Each Prizewinner shall have one (1) chance to win a cash prize from one thousand dollars ($1,000.00) up to one billion dollars ($1,000,000,000.00).
      • The overall odds of becoming a Billion Dollar Finalist are dependent upon the number of participating contestants in the BILLION DOLLAR CHALLENGE™.
      • The BILLION DOLLAR CHALLENGE™ will consist of two (2) Elimination Rounds plus one (1) Billion Dollar Round.
        • Elimination Round 1: Will reduce the participating contestants down to five (5) "Million Dollar Spin" finalists.
        • Elimination Round 2: Will reduce the five (5) Million Dollar Spin finalists down to one (1) "Billion Dollar finalist" who will move on to the Billion Dollar Round.
        • Billion Dollar Round: Is the $1 Billion opportunity.
        • Each Round will be played separately.
    Additional Conditions:
    • Prizewinner's guest may sit with Prizewinner in the audience but will not be eligible to be a contestant in the BILLION DOLLAR CHALLENGE™ unless they have been designated as the Prizewinner's proxy.
    • Prizewinners will be mailed the official, detailed rules of the BILLION DOLLAR CHALLENGE™ prior to their trip departure.
    • IRS Tax Form(s) for the prize amounts won during the BILLION DOLLAR CHALLENGE™ will be provided.
    • All cash prizes in the BILLION DOLLAR CHALLENGE™ are insured prizes and cash prizes of one million dollars ($1,000,000.00) and above are annuitized prizes with lump sum options available to the Prizewinners and require additional prize processing requirements, and therefore may exceed the twenty-one (21) business day timeframe.
    • All prizes won by Prizewinners will be subject to the OAL's debt setoff procedures, if any.
  • Prizes and Odds
    • One (1) Trip Prize will be awarded in the Promotion to each of the two (2) Prizewinners.
    • The Trip Prize includes a four-day, three-night trip for the Prizewinner and one (1) guest to Las Vegas, Nevada. Each trip includes (i) roundtrip coach airfare for up to two (2) people from any United States International airport to McCarran International Airport in Las Vegas (inclusive of all associated security fees, taxes and surcharges); (ii) ground transfers between McCarran International Airport and the destination hotel, and between SG hosted events; (iii) accommodations of one (1) deluxe hotel room for three (3) nights (double occupancy room and room tax only); and (iv) one thousand dollars ($1,000.00) spending money for the Prizewinner to be provided in the form of a check two (2) weeks prior to the scheduled trip departure date.
    • The Trip Prize includes admission to the BILLION DOLLAR CHALLENGE™ theater/venue for the Prizewinner and guest; and the Prizewinner shall have one (1) chance to participate as a contestant in the BILLION DOLLAR CHALLENGE™ together with Prizewinners from other participating lottery jurisdictions to win a cash prize of from one thousand dollars ($1,000.00) up to one billion dollars ($1,000,000,000.00).
    • Each Prizewinner must be twenty-one (21) years of age or older to be eligible to play the BILLION DOLLAR CHALLENGE™. If the Prizewinner is under the age of 21, they may assign a proxy to play on their behalf or one will be chosen by the OAL or SG, to play the BILLION DOLLAR CHALLENGE™ on his or her behalf. A proxy must be twenty-one (21) years of age or older to be eligible to play the BILLION DOLLAR CHALLENGE™. The Prizewinner shall receive any cash prize(s) won by the proxy on the BILLION DOLLAR CHALLENGE™ (less applicable taxes and any outstanding debt setoff remaining).
    • The Prizewinner is solely responsible for the actions of the guest who accompanies the Prizewinner to event. If the Prizewinner's guest is a minor, the Prizewinner must (A) be the parent or legal guardian of such guest, or (B) must present a notarized, written consent from the minor's parent or legal guardian for the minor guest to accompany the Prizewinner on the Trip Prize trip.
    • The odds of winning a Trip Prize depend on the number of entries received for the Promotion.
    • The same person may not win more than one (1) Trip Prize in the Trip Prize Drawing.
    • For tax withholding valuation purposes, the Trip Prize is valued at seven thousand five hundred dollars ($7,500.00). The Trip Prize does not include mileage allowance, insurance, gratuities, meals or beverages, parking fees, baggage fees, alcoholic beverages (other than those served without charge at any BILLION DOLLAR CHALLENGE™ reception or party), any items not expressly specified, or personal expenses such as telephone calls, valet service, laundry service, and the like, or revision or cancellation fees that may be imposed by an airline, hotel, or other third party supplier, or any other items not expressly specified herein. The Prizewinner and/or guest must have a valid credit card or shall be required to post a cash deposit for incidentals to check in to the hotel.
    • If the Prizewinner is traveling via air and fails to appear at the designated time and place of departure, the balance of his or her Trip Prize shall be forfeited with the exception of the one thousand dollars ($1,000.00) spending money component of the Trip Prize, less any withholding taxes; however, the OAL or SG shall appoint a proxy to play the BILLION DOLLAR CHALLENGE™ for the Prizewinner, and the Prizewinner shall receive any prizes won by the proxy.
    • If the Prizewinner fails to check in to the hotel when he or she arrives in Las Vegas, the balance of the Trip Prize shall be forfeited with the exception of the one thousand dollars ($1,000.00) spending money component of the Trip Prize, less any withholding taxes; however, the OAL or SG shall appoint a proxy to play the BILLION DOLLAR CHALLENGE™ for the Prizewinner, and the Prizewinner shall receive any prizes won by the proxy.
    • If the Prizewinner fails to arrive for his or her scheduled participation in the BILLION DOLLAR CHALLENGE™, the Prizewinner forfeits the right to personally participate in the BILLION DOLLAR CHALLENGE™; however, the OAL or SG shall appoint a proxy to play the BILLION DOLLAR CHALLENGE™ for the Prizewinner, and the Prizewinner shall receive any prizes won by the proxy.
    • In the event that a Prizewinner is unable to attend the trip due to unforeseen and reasonable circumstances, the balance of the Trip Prize shall be forfeited with exception of the one thousand dollars ($1,000.00) spending money component of the Trip Prize, less any withholding taxes; however, the OAL or SG shall appoint a proxy to play the BILLION DOLLAR CHALLENGE™ for the Prizewinner, and the Prizewinner shall receive any prizes won by the proxy.
    • Certain restrictions and limitations apply and the failure to meet certain deadlines or conditions may result in forfeiture of all or a portion of the Trip Prize. Reservations are contingent upon availability of each component of the Trip Prize.
    • The Prizewinner may not exchange the Trip Prize for cash and OAL will not pay a Prizewinner the cash value of the Trip Prize except as provided in paragraphs E.9. through E.12. The Trip Prize may not be resold. In his sole discretion, the Director may approve assignment or substitution of a Prizewinner before any reservations are booked.
    • The value of the Trip Prize includes applicable Federal and State income tax withholding. The Prizewinner's ultimate tax liability will depend exclusively upon the Prizewinner's other personal income and deductions. Withholding taxes will be paid by SG and a W-2G tax form will be provided to the Prizewinner. The Prizewinner shall receive an IRS Form W-2G from SG and a copy shall be provided to the OAL.
    • Withholding taxes shall be withheld by SG from the cash prizes won during the BILLION DOLLAR CHALLENGE™ in Las Vegas. The Prizewinner's ultimate tax liability will depend exclusively upon the Prizewinner's other personal income and deductions. The Prizewinner shall receive an IRS Form W-2G from SG and a copy shall be provided to the OAL.
    • Upon a Prizewinner being validated by the OAL, title to such prize shall immediately pass to the Prizewinner. The Trip Prize is not transferable or assignable without the expressed written consent of the OAL.
    • If a Trip Prize is not claimed or is refused by a Prizewinner, the OAL must assign the Trip Prize to an alternate Prizewinner, and SG shall fulfill that Trip Prize under the same terms and conditions as specified herein, provided that such prize is still available and time requirements have not elapsed.
    • SG may substitute a prize of equal or better quality upon the written approval of the OAL.
  • Prizewinner Qualification and Validation
    • OAL shall attempt to contact each Prizewinner by telephone, by email using the Prizewinner's Club registered email address, and by registered mail. The Prizewinner's name and hometown will be listed on the Website.
    • Prizewinners will be required to fill out an OAL claim form prior to Trip Prize fulfillment. The claim form must be returned to OAL to determine eligibility in advance of reservations for the Trip Prize.
    • Due to time constraints of the scheduling of the Trip Prize, reservations must be finalized as soon as possible after a Prizewinner is selected. Sufficient time is also needed for qualification of an alternate if necessary. Therefore a Prizewinner assumes the risk of loss and is subject to disqualification if:
      • OAL is unable to contact the Prizewinner;
      • Contact or attempted contact is not acknowledged in a timely manner as determined in the sole discretion of OAL;
      • Information including the completed claim form and reservation information is not returned in a timely manner as specified in communications from OAL or SG;
      • Any other deadline or requirement in these rules or other applicable rules or procedures is not met; or
      • A deadline or requirement that may become necessary is not met, whether or not that requirement or deadline is contained in these rules.
    • A decision to proceed to replace a Prizewinner with an alternate is within the sole discretion and judgment of the Director, or designee. Once the decision to proceed with an alternate is made, the person who was previously selected as a Prizewinner is no longer entitled to the Trip Prize.
    • Prizewinners are subject to set off of certain debts. If a Prizewinner fails to satisfy an outstanding debt within five (5) business days of notification of the debt, the OAL may, in its sole discretion, replace the Prizewinner with an alternate.
  • Miscellaneous
    • By submitting a claim for the Trip Prize, each Prizewinner and his or her guest and their respective heirs, legal representatives, and assigns agree to indemnify, defend, release, and discharge OAL, its employees, officers, and directors from and against any loss, claim, damage, suit, or injury arising out of or relating to the Promotion or any action taken pursuant to these rules.
    • By submitting a claim for the Trip Prize and participating in any activities or options that are part of the Trip Prize, including ground and/or air travel, attendance to the show, or any other events, the Prizewinner and his or her guest and their respective heirs, legal representatives, and assigns agree to indemnify, defend, release, and discharge OAL, SG, their employees, officers, and directors from and against any loss, claim, damage, suit, or injury arising out of or relating to use of or participation in any or all aspects of the Trip Prize.
    • Entrants are solely responsible for maintaining and keeping account information current or accurate. OAL assumes no responsibility or liability whatsoever for technical or computer malfunctions or for player's failure to keep account information current.
    • The OAL is a governmental entity which is protected from liability under the doctrine of sovereign immunity. To the extent that the OAL may be found liable for any activity taken pursuant to these rules, such liability shall be limited to the purchase price of the ticket. Under any circumstances, regardless of the number of entries submitted or alleged to have been submitted, OAL's total liability shall not be more than fifty dollars ($50.00) to a person who is found to be aggrieved by any aspect of the Promotion or any interpretation of these rules.

BILLION DOLLAR CHALLENGE™ Rules

BILLION DOLLAR CHALLENGE™ CONTEST DETAILS

The BILLION DOLLAR CHALLENGE™ promotion (the "CHALLENGE") is an event produced by Scientific Games ("SG") in connection with participating state lotteries ("Lotteries" or "Lottery"). Grand Prize Finalists (the "Finalists") are randomly selected by participating Lotteries per individual state Lottery rules. The total number of CHALLENGE Finalists depends upon Lottery participation levels. Finalists will receive a Lottery-sponsored trip to Las Vegas and compete in a series of contests for the chance to win cash prizes ranging from $1,000 to a grand prize opportunity for one (1) Finalist to win a minimum $1 million and possibly up to $1 billion. By participating in the Challenge, each Finalist agrees all decisions regarding the CHALLENGE are made at the sole and exclusive discretion of SG and are final and binding on all Finalists.

  1. To participate in the CHALLENGE, eligible participating Lottery ticket holders must:
    • Enter the CHALLENGE through the participating Lottery's promotional, second-chance website/app following all entry rules established by the participating Lottery, be randomly selected by the participating Lottery in one (1) or more drawings from among all eligible entries received during the official entry periods and meet all participating Lottery selection and prize validation requirements. (See participating Lottery website for official entry and drawing rules.)
  2. The CHALLENGE will take place in Las Vegas, Nevada, on or about May 2, 2018. The specific date and location of the CHALLENGE is subject to change and shall be posted on the Lottery's website no later than September 30, 2017.
  3. The CHALLENGE will consist of two elimination rounds, plus one Billion Dollar Round. Elimination Round 1 will reduce the field to five (5) "Million Dollar Spin Finalists" and Elimination Round 2 will reduce the field to one (1) "Billion Dollar Finalist" who will move on to the Billion Dollar Round. The rounds will take place as follows:
    • Elimination Round 1: At the start of the CHALLENGE, each Finalist receives one (1) envelope; all envelopes being of identical outward appearance. The envelopes will contain the following messages:
      1. Five (5) of the envelopes contain a "GOLDEN TICKET." The Finalists revealing the "GOLDEN TICKET" move on to Elimination Round 2.
      2. Four (4) of the envelopes contain a "$25,000" message. The Finalists revealing this message win $25,000, less applicable withholding taxes. After the $25,000 prize is revealed, that Finalist's opportunity to win additional money ends.
      3. Four (4) of the envelopes contain a "$5,000" message. The Finalists revealing this message win $5,000, less applicable withholding taxes. After the $5,000 prize is revealed, that Finalist's opportunity to win additional money ends.
      4. Four (4) of the envelopes contain a "$2,500" message. The Finalists revealing this message win $2,500, less applicable withholding taxes. After the $2,500 prize is revealed, that Finalist's opportunity to win additional money ends.
      5. The remaining envelopes contain a "$1,000" message. The Finalists revealing this message win $1,000, less applicable withholding taxes. After the $1,000 prize is revealed, those Finalists' opportunity to win additional money ends.
      6. Odds of a Finalist successfully moving to Elimination Round 2 are dependent upon state Lottery participation levels.
    • Elimination Round 2: Each of the five (5) remaining Finalists receives one (1) envelope; all envelopes being of identical outward appearance. The envelopes contain the following messages:
      1. One (1) envelope contains a "GOLDEN TICKET". The Finalist revealing the one (1) "GOLDEN TICKET" moves on to the Billion Dollar Round.
      2. Four (4) envelopes contain a "$1 Million Spin" message. The Finalists revealing this message will advance to play the $1 Million Spin (Spin Finalists). Each Spin Finalist will receive three separate spins of a wheel containing 24 equally sized slices. The slices contain the following messages:
        • Two (2) of the slices contain the words "GOLDEN TICKET" worth $25,000.
        • Two (2) of the slices contain the dollar amount of $22,500.
        • Five (5) of the slices contain the dollar amount of $20,000.
        • Three (3) of the slices contain the dollar amount of $15,000.
        • Five (5) of the slices contain the dollar amount of $12,500.
        • Three (3) of the slices contain the dollar amount of $10,000.
        • Four (4) of the slices contain the words "Spin Again."
      3. Each Spin Finalist spins the wheel until he or she lands on a dollar amount slice and/or "GOLDEN TICKET" slice on three separate spins. If the Spin Finalist lands on a "Spin Again" slice, the spin does not count against the three separate spins. Each Spin Finalist wins the cumulative dollar amount and/or "GOLDEN TICKET" amount ($25,000) indicated on each of the three separate spins with the following exceptions:
        • The Spin Finalist wins a total of $100,000, if he or she lands on the "GOLDEN TICKET" slice in any two spins.
        • The Spin Finalist wins a $1,000,000 annuity, if he or she lands on the "GOLDEN TICKET" slice in all three (3) spins.
    • Billion Dollar Round: The Finalist who received the one (1) envelope containing the "GOLDEN TICKET" in Elimination Round 2 is the Billion Dollar Finalist. The Billion Dollar Finalist participates in up to three steps as follows:
      1. Step 1: The Billion Dollar Finalist is presented with a one (1) in five (5) opportunity to randomly reveal a "GOLDEN TICKET" and a four (4) in five (5) opportunity to randomly reveal a $250,000 prize.
        • If the "$250,000" prize is revealed, the Billion Dollar Finalist "bankrolls" $250,000 and automatically advances to Step 2.
        • If the "GOLDEN TICKET" is revealed, the Billion Dollar Finalist "bankrolls" $500,000 and automatically advances to Step 2.
        • No matter which prize is randomly revealed in Step 1, the Billion Dollar Finalist automatically advances to Step 2.
      2. Step 2: The Billion Dollar Finalist is presented with a one (1) in fifteen (15) opportunity to randomly reveal a "GOLDEN TICKET" and a fourteen (14) in fifteen (15) opportunity to randomly reveal a "4X Multiplier."
        • If the Billion Dollar Finalist advanced to Step 2 with a bankroll of $250,000 and a "4X Multiplier" is randomly revealed, the Billion Dollar Finalist shall win a $1,000,000 annuity and the Billion Dollar Finalist's attempt shall conclude.
        • If the Billion Dollar Finalist advanced to Step 2 with a bankroll of $250,000 and the "GOLDEN TICKET" is randomly revealed, the Billion Dollar Finalist shall win a $1,250,000 annuity and the Billion Dollar Finalist's attempt shall conclude.
        • If the Billion Dollar Finalist advanced to Step 2 with a bankroll of $500,000 ("GOLDEN TICKET") and a "4X Multiplier" is randomly revealed, the Billion Dollar Finalist shall win a $2,000,000 annuity and the Billion Dollar Finalist's attempt shall conclude.
        • If the Billion Dollar Finalist advanced to Step 2 with a bankroll of $500,000 ("GOLDEN TICKET") and the "GOLDEN TICKET" is randomly revealed in Step 2, the Billion Dollar Finalist is presented with two options:
          1. Do not proceed to Step 3, win a $20,000,000 annuity and the Billion Dollar Finalist's attempt shall conclude; or
          2. Proceed to Step 3 and win either a $2,500,000 annuity or a $1,000,000,000 annuity.
        • Odds of the Billion Dollar Finalist successfully advancing to Step 3 are 1 in 75.
      3. Step 3: The Billion Dollar Finalist is presented with a one (1) in thirty five (35) opportunity to randomly reveal a "GOLDEN TICKET" and a thirty four (34) in thirty five (35) opportunity to randomly reveal "$2,500,000."
        • If the "$2,500,000" prize is revealed, the Billion Dollar Finalist shall win a $2,500,000 annuity and the Billion Dollar Finalist's attempt shall conclude.
        • If the "$1,000,000,000" prize is revealed, the Billion Dollar Finalist shall win a $1,000,000,000 annuity and the Billion Dollar Finalist's attempt shall conclude.
        • Odds of the Billion Dollar Finalist winning the top prize in the Billion Dollar Round are 1 in 2,625.

Additional Rules and Procedures:

All BILLION DOLLAR CHALLENGE™ rounds will be audited by an independent auditor.

The $1 billion annuity will be paid in increasing annual payments of no less than $5,000,000 over 39 years (40 payments total), or in one lump-sum payment of $450 million at the Billion Dollar Finalist winner's election with approval of the participating Lottery.

Prizes awarded during the CHALLENGE in the amount of $1 million up to $20 million shall be paid in the form of an annuity over 19 years (20 equal payments). Lump sum payments may be awarded with approval of the participating Lottery.

The minimum age requirement to play the CHALLENGE is twenty-one (21) years per Nevada State Law. If a Finalist is not 21 years of age, the Finalist shall assign a proxy to play on his or her behalf. If the Finalist does not timely assign a proxy to play on his or her behalf, SG shall assign a proxy. A proxy must be 21 years of age or older to be eligible to play the CHALLENGE.

Selected second-chance prize winners who are contacted and fail to provide all information requested by a participating Lottery (e.g., age verification, address verification, signed publicity/liability release and affidavit as to identity, etc.) in a timely fashion will forfeit prizes and an alternate second-chance prize winner may be selected.

Prizes are not for resale and are not transferable.

Taxes are the sole responsibility of each Finalist.

Neither the Lottery, SG, nor other companies directly associated with the promotion shall be responsible to entrants or to any other person for data entry errors resulting from or caused by the entering, keying or mis-keying of the required ticket information by entrants.

Employees of the Lottery, SG or other companies associated with the promotion, as well as their immediate families (spouses, parents, siblings and children) and household members of each such employee, are not eligible.

All decisions regarding technical difficulties, mechanical failures, or human errors, including but not limited to the premature reveal of any game material or elements, the malfunction of any piece of stage equipment or electronics or the failure of any audio equipment, in connection with the Challenge will be determined by SG in its sole discretion and shall be final and binding on all Finalists.

SG reserves the right to change, add to, delete from, modify or amend these rules at any time at its sole discretion, subject to the approval of participating Lotteries.
