1. The Office of the Arkansas Lottery (OAL) and its designated agent Scientific Games (SG) will operate Spring for Cash Second-Chance Promotion 2023 (the "Promotion") under the rules provided in this document.
2. Spring for Cash Second-Chance Promotion 2023 Rules are comprised of: (1) the Arkansas Scholarship Lottery Act; (2) the Office of the Arkansas Lottery Operational Rules; (3) the Office of the Arkansas Lottery Rules for Claims in Contract or Tort; and (4) Spring for Cash Second-Chance Promotion 2023 Rules. Each numbered item cited above shall have equal weight unless there is an inconsistency between or among the documents, in which case the document listed first shall be controlling.
3. By submitting an entry, an entrant agrees to be bound by these Promotion Rules.
4. OAL may use, without limitation, an entrant's name, hometown, likeness, and/or voice in any promotions, research, marketing, publications, or other advertising media including, but not limited to, OAL and Promotion websites without compensation or additional release.
5. OAL reserves the right to use the names, addresses, and telephone numbers of all entrants for research and marketing purposes.
6. $1 and $2 instant tickets will continue to be sold after the deadline for entering the Promotion.
7. These rules may be amended at the OAL's discretion.

1. An eligible Promotion ticket is a non-winning $1 or $2 instant game ticket issued by the OAL. No other instant game or terminal-generated game is eligible for the Promotion.
2. Players who enter an eligible instant ticket will receive 1 entry for both $1 and $2 tickets. For example, $1 tickets receive 1 entry, $2 tickets receive 1 entry.
3. Winning instant game tickets are not eligible, regardless of whether the ticket has been redeemed.
4. No ticket is eligible for a Promotion prize following the entry deadline given below in paragraph C.8.
5. An entrant must be at least eighteen (18) years of age to enter the Promotion.
6. Employees of the OAL nor a member of the immediate family of an employee of the OAL living in the same household as the employee is eligible to win a prize under this promotion.

1. Five (5) drawings will be conducted for the Promotion (Drawing 1, Drawing 2, Drawing 3, Drawing 4, and Drawing 5).

   Drawing dates are subject to change as determined necessary or convenient by OAL. OAL will attempt to post all changes to scheduled drawing dates on the website.

3. Drawing 1 is scheduled to be held Tuesday, April 11, 2023. One (1) five hundred dollar ($500.00) Prizewinner, and ten (10) one hundred dollar ($100.00) Prizewinners will be drawn. Qualified tickets may be submitted electronically from 12:00 a.m. CT (00:00:00) on April 3, 2023 up to 11:59 p.m. CT (23:59:59) on April 9, 2023. Following that time, qualified entries will be included in Drawing 2. Entries submitted for Drawing 1 will not be eligible for Drawing 2, Drawing 3, Drawing 4, or Drawing 5.
4. Drawing 2 is scheduled to be held Tuesday, April 18, 2023. One (1) five hundred dollar ($500.00) Prizewinner, and ten (10) one hundred dollar ($100.00) Prizewinners will be drawn. Qualified tickets may be submitted electronically from 12:00 a.m. CT (00:00:00) on April 10, 2023 up to 11:59 p.m. CT (23:59:59) on April 16, 2023. Following that time, qualified entries will be included in Drawing 3. Entries submitted for Drawing 2 will not be eligible for Drawing 3, Drawing 4, or Drawing 5.
5. Drawing 3 is scheduled to be held Tuesday, April 25, 2023. One (1) five hundred dollar ($500.00) Prizewinner, and ten (10) one hundred dollar ($100.00) Prizewinners will be drawn. Qualified tickets may be submitted electronically from 12:00 a.m. CT (00:00:00) on April 17, 2023 up to 11:59 p.m. CT (23:59:59) on April 23, 2023. Following that time, qualified entries will be included in Drawing 4. Entries submitted for Drawing 3 will not be eligible for Drawing 4 or Drawing 5.
6. Drawing 4 is scheduled to be held Tuesday, May 2, 2023. One (1) five hundred dollar ($500.00) Prizewinner, and ten (10) one hundred dollar ($100.00) Prizewinners will be drawn. Qualified tickets may be submitted electronically from 12:00 a.m. CT (00:00:00) on April 24, 2023 up to 11:59 p.m. CT (23:59:59) on April 30, 2023. Following that time, qualified entries will be included in Drawing 5. Entries submitted for Drawing 4 will not be eligible for Drawing 5.
7. Drawing 5 is scheduled to be held Tuesday, May 9, 2023. One (1) five hundred dollar ($500.00) Prizewinner, and ten (10) one hundred dollar ($100.00) Prizewinners will be drawn. Qualified tickets may be submitted electronically from 12:00 a.m. CT (00:00:00) on May 1, 2023 up to 11:59 p.m. CT (23:59:59) on May 7, 2023.
8. The final deadline for entry in the Promotion is Sunday, May 7, 2023. Qualified tickets may be submitted electronically up to 11:59 p.m. Central Time (23:59:59) on May 7, 2023. Following that time, entries may no longer be submitted for the Promotion. Non-winning instant game tickets may still be submitted on the Website for inclusion in the Play It Again® and Points for Prizes® programs, if applicable, until the date and time posted on the Website for cessation of each instant ticket entries into those programs.
9. Entries are eligible for one (1) Promotion drawing only.
10. Promotion Drawings will be conducted under the supervision of an independent auditor who will audit and certify the Promotion Drawings. The Promotion Drawings will occur at the SG offices located at 1500 Bluegrass Lakes Parkway, Alpharetta, Georgia, 30004.

1. The Club, OAL's player rewards club (the "Club"), which can be accessed from www.myarkansaslottery.com (the "Website"), is the sole location where a Promotion entry can be submitted. Any ticket physically sent to or dropped off at any OAL or SG location whatsoever will be disqualified. OAL will dispose of non-winning physical tickets received at any lottery office.
2. An entrant must first register for a Club account by clicking the Register link on the Website. Registration is a free, one-time process.
3. Players with existing Club accounts should not reregister, but rather use their existing Club account.
4. Once logged in, a player must submit an entry according to the instructions on the Enter Tickets page of the Website. Required entry information from the ticket includes:
   1. The Ticket Number, which is located on the back of each instant game ticket above the barcode. The Ticket Number contains thirteen (13) digits separated by dashes in the form XXX-XXXXXX-X-XXX. A three (3) digit number in parentheses after the Ticket Number is not used for entry.
   2. The Entry Number, located on the front of the ticket underneath the scratch-off covering. The Entry Number contains twelve (12) digits.
5. An eligible ticket may be submitted one (1) time only. The entry system will reject an entry that has been submitted previously.
6. The risk of loss for the electronic miss-delivery, late delivery, or failure of receipt for ticket information entered electronically in the Promotion remains with the entrant regardless of the cause of the transmission failure.
7. After submitting the requested ticket information, the entrant's Play It Again® entries and Points for Prizes® accumulation will be recorded and displayed as usual.

1. The five (5) scheduled drawings in the Promotion will include the following prizes:
   1. One (1) five hundred dollar ($500.00) prize and ten (10) one hundred dollar ($100.00) prizes.
2. The odds of winning a Promotion Prize depend on the number of entries received for the Promotion.
3. The same person may not win more than one (1) Prize in a single Promotion Drawing. A Prizewinner in Drawing 1 is eligible to win a prize in Drawing 2, Drawing 3, Drawing 4 or Drawing 5. Prizewinners are eligible to win a prize in a subsequent Drawing.
4. Upon a Prizewinner being validated by the OAL, title to such prize shall immediately pass to the Prizewinner. Promotion Prizes are not transferable or assignable without the expressed written consent of the OAL.

1. The Promotion Prizes will be mailed directly to the Prizewinners by SG to the address registered in each Prizewinners Club account. Each Prizewinner's name and hometown will be listed on the Website.
2. A Prizewinner assumes the risk of loss and is subject to disqualification if:
   1. OAL is unable to contact the Prizewinner;
   2. Contact or attempted contact is not acknowledged in a timely manner as determined in the sole discretion of OAL;
   3. If any requested information is not returned in a timely manner as specified in communications from OAL or SG;
   4. Any other deadline or requirement in these rules or other applicable rules or procedures is not met; or
   5. A deadline or requirement that may become necessary is not met, whether or not that requirement or deadline is contained in these rules.
3. A decision to proceed to replace a Prizewinner with an alternate is within the sole discretion and judgment of the Director, or designee. Once the decision to proceed with an alternate is made, the person who was previously selected as a Prizewinner is no longer entitled to a Prize.
4. Prizewinners are subject to set off of certain debts. If a Prizewinner fails to satisfy an outstanding debt within five (5) business days of notification of the debt, the OAL may, in its sole discretion, replace the Prizewinner with an alternate.

By submitting your Second Chance Drawing entry via the Internet, you give the OAL permission to announce and publish your name, city of residence, and image in any form for marketing/promotional purposes without compensation if you win a Second Chance Drawing.

1. By accepting a Promotion Prize, each Prizewinner and his or her heirs, legal representatives, and assigns agree to indemnify, defend, release, and discharge OAL, its employees, officers, and directors from and against any loss, claim, damage, suit, or injury arising out of or relating to the Promotion or any action taken pursuant to these rules.
2. By accepting a Promotion Prize the Prizewinner and his or her heirs, legal representatives, and assigns agree to indemnify, defend, release, and discharge OAL, SG, their employees, officers, and directors from and against any loss, claim, damage, suit, or injury arising out of or relating to the Promotional Prize.
3. Neither the OAL nor SG shall be responsible to entrants or to any other person for data entry errors resulting from or caused by the entering, keying or mis-keying of the required ticket information by entrants.
4. Entrants are solely responsible for maintaining and keeping account information current or accurate. OAL assumes no responsibility or liability whatsoever for technical or computer malfunctions or for player's failure to keep account information current.
5. The OAL is a governmental entity which is protected from liability under the doctrine of sovereign immunity. To the extent that the OAL may be found liable for any activity taken pursuant to these rules, such liability shall be limited to the purchase price of the ticket. Under any circumstances, regardless of the number of entries submitted or alleged to have been submitted, OAL's total liability shall not be more than fifty dollars ($50) to a person who is found to be aggrieved by any aspect of the Promotion or any interpretation of these rules.
6. The OAL reserves the right to modify, cancel, postpone, delay, suspend and/or terminate this Second Chance Drawing, in whole or in part, in the event that the promotion is not capable of running as planned or as intended by these Official Rules, by reason of any technical or other disabling causes or other causes that impair, corrupt or interrupt the administration, fairness, security or integrity or proper play of the Second Chance Drawing, including without limitation hurricane, fire, flood, epidemic, earthquake, explosion, labor dispute or strike, act of God or public enemy, war, terrorist threat or activity or insurrection. In such event, the OAL may, in its sole discretion: (a) postpone and/or reschedule and/or modify the Second Chance Drawing, or (b) cancel the Second Chance Drawing in its entirety. In the event of cancellation, the OAL shall award the prizes through a process deemed fair and equitable by the OAL and its administrators shall have no further liability to any participant in connection with the promotion. In no event shall the OAL be obligated to award more prizes than the number of prizes stated in these Official Rules.
7. As a condition of entering this Promotion, each entrant agrees that (i) any and all disputes, claims, controversies or causes of action arising out of or relating to this Promotion, or any prizes awarded (each, a "Claim"), shall not be consolidated or joined with or in any other proceeding involving a Claim of any other party; and (ii) under no circumstance will entrant be permitted to obtain awards for, and entrant hereby waives all rights to claim, punitive, incidental, consequential or any other damages, other than for actual out-of-pocket expenses.
